【媒体报道】严厉打击钓鱼网站 IDC接入商保障互联网环境
中国反钓鱼网站联盟发布最新月报，今年4月，联盟受理并暂停域名解析的钓鱼网站为1785个，较上月增长684个。以淘宝网为代表的电子商务网站成为网络钓鱼的重点仿冒对象，导致网民对电子商务的信任度降低，严重影响了中国电子商务产业发展。
据最新发布的《2009年中国网民网络信息安全状况调查报告》显示，2009年有4500万网民被钓鱼网站蒙骗，造成直接经济损失76亿元。钓鱼网站除了给网民带来经济损失，也使大批网民对电子商务产生不信任心理，导致网民减少甚至避免使用某些网络应用，严重妨碍了中国互联网发展，造成中国互联网及互联网产业链企业巨额经济损失。
为打击钓鱼网站，遏制钓鱼网站快速增长，及阻止经济损失的继续扩大。工信部出台了一系列管理办法，其中包括为广大站长所抱怨的实名拍照认证机制，即“网站站长或网站企业法人代表，手持身份证及营业执照站立拍摄半身照，连同其他身份证明资料一同送交工信部审核方可允许网站接入”。
正所谓“控制了IDC，就控制了互联网内容”，那么作为互联网内容接入最前端的IDC行业ISP公司对该事件又持什么样的态度呢？是配合国家行动，保障网民利益，严控互联网接入内容？还是为了经济效益而无视网民利益，成为钓鱼网站的掩护？记者目前走访了位于上海智力产业园4号楼的上海安畅网络科技有限公司。
“虽然有很多企业客户向我们抱怨现在网站认证的麻烦，频频提出抗议，甚至以毁约和不再续约相威胁，但我们的回答只有两个字“执行”。我们坚决执行工信部的规定，对接入网站进行严格认证!对接入内容进行严格把关!确保普通网民的财产安全，还网民一个干净的互联网环境!”作为国内知名的ISP商上海安畅网络的CEO袁奇立是这样告诉我们的。
“当然，现在的ISP企业还存在一些问题。首先，一大批小规模的ISP商仅在数据中心进行资源的倒买倒卖，他们没有技术实力对接入内容进行更严格的把关;其次，也不排除部分不正规的ISP商会为了短期的经济利益而打法律的擦边球，非法接入钓鱼网站，这就如同过去大量的不正规ISP接入的非法网络游戏私服业务一样。但历史证明这样的短期暴利是无法持续的，天网恢恢谁也不会成为漏网之鱼，这从去年原始人公司的案例可以说明。同时，我相信如我们安畅一样的一大批正规、正直的ISP服务商都有决心为网民营造一个安全的互联网环境。”安畅网络COO程小中先生进行了这样的补充。
另据，安畅网络信息安全部经理介绍，安畅网络不但严格执行工信部规定的网站接入管理办法，同时还在网站接入前增设一道关卡。所有通过安畅网络旗下51IDC.com和51VPS.com接入的网站均必须提供《网站域名备案表》和《信息安全承诺书》，通过安畅信息安全部严格审核后方可允许加入安畅网站白名单，准予接入。
同时，为避免用户在接入前以正规的网站为诱饵申请白名单，接入后上线钓鱼网站的情况。安畅网络的研发中心自主研发了一套内容式网站备案管理系统，该系统可以实时监控安畅数据中心旗下的51IDC.com和51VPS.com接入的网站内容和备案情况，一旦发现接入网站有违用户信息安全承诺，安畅网络将会停止该用户的接入，并保留提交公安机关处理的权利。
随后，在安畅运维与监控中心经理余华纲的指领下，我们参观了安畅运维中心，技术中心的运维工程师为我们操作了信息安全监控系统的演示。同时，余经理告诉我们该系统目前已经提交专利局申请知识产权。
